Sylvia Smit headed in the second just after the hour mark but Wales were back in the game sixteen minutes from time, defender Emma Jones pulling a goal back.
Wales pressed hard for a deserved equaliser but could not get the breakthrough and, despite going down to their second defeat in the group, Andy Beattie's side will approach their next group match at home to Switzerland on 28 October with confidence.
