Hope Powell admitted that selecting her final squad of 21 for the World Cup was tougher than for Euro 2005 two years ago.
"There was definitely a lot more deliberation than in 2005," she said, "and that is testimony to the players that are working hard.
"A lot of players are left upset and some chances have been wrecked by injury but I could only pick 21. It's been difficult but we'd like to think we've got the balance right."
In contrast to Euro 2005, when a number of players were still recovering from long term injuries, Hope has had virtually a fully fit group to pick from.
"Jo Potter picked up an injury which has put her out of contention and Woody (Emily Westwood) was coming back from injury, so her conditioning wasn't ready," Hope explained. "But otherwise, everyone is fit and healthy and in the best shape of their lives."
Two of the players which have forced themselves into the squad in recent months are Steph Houghton and Carly Telford. "Steph has come in and done really well and also did well at the younger age groups," said Hope. "She has quality on the ball and her distribution is excellent and I think her call up is deserved.
"Goalkeepers are an area that we are short of and Carly has done very well to put herself in the frame."
